More proper way would be to push it directly into Linux/xBSD
distributions (like we at Fedora already did). The main reason to not
to bundle rebar with OTP is that their development cycles are differs.
Rebar is emerging quite fast, so you'll end up with relatively old
rebar bundled with OTP and your clients will be forced to update it
anyway in *some* cases.
