Erlang OTP 23.1 Has been released

hi Michael,

That fix was included in OTP 23.0.4 and is included in the README of that
release https://github.com/erlang/otp/releases/tag/OTP-23.0.4
I understand it can be cumbersome to look through all the notes of each
minor release, but it might also be cumbersome or too verbose to keep a
cumulative changelog
