Hi,

The supervisor bug in 23.0 was missing from the release notes.  It may 
not have had a bug identifier, but was fixed with
https://github.com/erlang/otp/commit/e78ec220622b0c0bff329a54d79bfbfeb4ced018

It is good to mention to make sure people are aware of the need to use a 
more recent version.
