[erlang-questions] scheduler usage vs cpu usage

Hi

I call recon:scheduler_usage(5000) when cpu usage is low (100% ~ 200% from
top, with 32 cores)
It show all scheduler usage is 1.0
Is this possible? all schedulers are busy but cpu usage is low
