I felt that that statement -- and David's entire mail -- was
tongue-firmly-in-cheek.
If anything he was only making fun of his own inability to learn new
languages.
In case it helps to clarify (and parameterize?) there is joke that does the
rounds in India. [BTW Sardarjis are commonly the butt of jokes here in
which they cooperate willingly]

Sardarji just back from England -- going ga-ga about the wonders there.
"So, What was the most wonderful thing about England, Sardarji?"
Sardarji: The children!
What about them?
Sardarji: They speak English from the time they are born; I can't speak it
after 40 years!

David was making the same point just with some inversions
