this is not timer:tc(), but might be useful anyway.

i have made some measurements on erlang:statistics(runtime).
on my machine
SunOS ws12490 5.8 Generic_117350-12 sun4u sparc SUNW,Sun-Blade-1500

i get a granularity of 10 milliseconds.
