Mentions of JIRA in docs about Windows Installation

Hi,

I noticed 2 mentions of JIRA in the docs, one in INSTALL-WIN32.md
<https://github.com/erlang/otp/blob/master/HOWTO/INSTALL-WIN32.md> and the
other in INSTALL-WIN32-OLD.md
<https://github.com/erlang/otp/blob/master/HOWTO/INSTALL-WIN32-OLD.md>.

Couldn't send in a PR as I am not sure what to do.
Can we do something about it?
