[erlang-questions] rebar3 dependencies

Roberto, Benoit, understandable. I hated vendoring as a package managing solution and came to even more when working on Go projects for a period of time :).
 
But you are right, it makes sense to have some support for these limited
cases. But I do hope a plugin is sufficient to fulfil the needs and it
not requiring any core changes..
