URL encoding

Hi All,
I have stared myself blind when looking for a library function for URL
encoding.. (Pls don't ask :-) ) Something converting all "unsafe" characters
in the names and values to "%xx", where xx is the ascii value in hex. Easy
to write, but if it is already in the distribution (Looked everywhere, and
probably missed it), then no point in reinventing the wheel.
