blind when looking for a library function for URL encoding.. (Pls don't ask :-)

size=2>all "unsafe" characters in the names and values to "%xx", where xx is the
ascii value in hex. Easy to write,</FONT> <FONT face=Arial size=2>but if it is
already in the distribution (Looked everywhere, and probably missed it), then no
