Maybe a silly question, but what's the story with CEAN?

Perl's CPAN repository really is the most amazing repository system I've 
seen (though packages.debian.org is no slouch either), and CEAN seems to 
be an attempt at something similar - but it's far from comprehensive, 
and it's not distributed/mirrored.  Perhaps someone can share some history?
