[erlang-questions] "Empty" appups on the form {"<version>", [], []} in OTP

Hi All,

I see that many apps in OTP (R14 & R15) have appups on the form:

 {"<version>",[],[]}

systools:make_relup does not seem to like them. How should they be
interpreted? Does it mean that this particular app has no sanctioned
upgrade/downgrade instruction?
