Need Apache FOP to build *any* docs?

I don't have Apache fop on my system.  It builds PDFs and I don't need
those. However, I do want preview generated HTML before submitting
patches, at least.

  ./otp_build autoconf

tells me that the documentation can't be built, because fop is missing. 
I've been crossing my fingers and hoping this doesn't mean what I'm
afraid it means.  But *is* fop a dependency for building the html from
the xml?
