Emacs has an excellent outline-view for Texinfo documents. Texinfo is
actually a very nice system for writing reference-manual type
documents, IMO. I particularly like it's unobtrustive markup
language. The printed manuals you buy from the FSF are all done with
Texinfo (from the same sources as the 'info' files.)
