[erlang-patches] SNMP: Bugfix to usmUserStorageType semantics

Dear all,


the SNMP-USER-BASED-SM MIB dictates that the storage type of a user
entry in usmUserTable must not be readOnly if authentication or privacy
are enabled for the user, because the user must be able to change
his/her password.

The patch attached to this e-mail implements the necessary check.
