[erlang-questions] Erlang/OTP 19.0-rc1 is available for testing

Hi!

gen_statem rewrite is an enabler for DTLS. I do not think there will be a
production-ready DTLS for 19. But hopefully there will be runnable
prototype.
I am working with Andreas Shultz commits from PR 936 to see what can be
done.
