[erlang-questions] code_server and ERL_LIBS: bug or feature?

When trying to start a node with the "-mode embedded" command-line option I
noticed that ERL_LIBS environment variable setting gets ignored.  Has this
always been this way or it is a recent change?  Is this the desired
behavior?

The culprit is in the code_server:add_loader_path/2 function.
