as far as i know, how you interpret it is correct.

while it is somewhat shocking from some perspectives, there are other
perspectives where you already have the habit of not using exceptions
beause nobody /really/ knows how to use exceptions, and instead you
use return codes, old skuul style, because really those are just fine;
it is your own damn fault if you don't check them :-)

(now some systems are trying to move *ahead* of those ideas, rather
than falling back ;-)
