[erlang-questions] Missing module create_certs in ssl-5.2.1

Hello!

The documentation for ssl-3.10.8 can not be considered to be the current
documentation. The current version of ssl is ssl-5.2.1.
The code for generating certificates for testing purposes was long ago
moved to the test directory where it still resides. Left in the example
directory are some example certificates.
