HiPE for Windows (IA32 and x86-64?).

I'll help test. :-) I'd be happy to help mentor (I do have Windows
stack hacking experience, with libsigsegv and CLISP, and x86 compiler
back end experience), but I expect the present HiPE team to be a much
better resource if they are interested.
