Well you have an ASN.1 compiler in the Erlang/OTP package and it works
on all platforms where
you can run Erlang. Of course it does only support encode/decode from
Erlang.

If you really need an ASN.1 compiler for C/C++ on Windows you can try
with a commercial one from
OSS Nokalva, there might also be other compilers maybe also free ones.
You can try looking at
http://asn1.elibel.tm.fr which is a very good information source
regarding ASN.1
