SV: Uppercase and Lowercase

Ive found the functions you are looking for.

They are located in the httpd_util module, and are named to_
lower/1, and to_upper/1.


Strange place to keep them though... =)

I need them too! These functions were suggested a while ago on this mailing
list - but I guess it didn't make it to stdlib. We have our own "shlib"
which has such useful stufff - it stands for shared library or
sean-hinde-library :)
