[eeps] New EEP draft: -discontiguous declaration

Amongst other things,
f(...) -> ...;
-if(...).
f(...) -> ...;
-endif.
f(...) -> ... .
does not work.  By stealing an idea from Grandfather Prolog,
we can fix that.
