[eeps] EEPS: allow fun M:F/A to have variables for M, F, and/or A

This is a response to a recent issue in the Erlang mailing list.
In fun M:F/A, the M, F, and A parts may currently only be constants;
this proposal allows variables as well.
There is a reference implementation.
