[eeps] Proposal to add is_between(Term, LB, UB) guard test

is_between(Term, LB, UB) fits quite well with existing guard tests,
can easily be implemented so that it is more efficient than anything
the programmer could write, provides an opportunity to avoid certain
errors, and can make some guards simpler.
