[eeps] EEP 7 (FFI): updated version available

Hello,

a much improved version of EEP 7 is now available on the Erlang FFI home
page:

    http://muvara.org/crs4/erlang/ffi

I'd ask to update the old EEP version, that is currently hosted on
erlang.org.  The improvements are discussed on the Erlang-questions
mailing list (see [1] and [2]).

I think that the new version of EEP 7 should be considered a "real"
draft EEP, complete enough to be discussed and/or flamed in all the
details (the old version was a bit premature).
