We usually only upload the 3 planned patch packages and the new major<br>
releases there.<br>

However if there is something that warrants a new upload we will do that.<br>

18.2.1 was a special case as none of the executables worked on windows<br>
due to a bug in path handling. And as few actually build Erlang from<br>
source on windows we decided to fix the bug and re upload that fix.<br>

18.2.1 compared to 18.2 is only that bug fix for windows, and a small<br>
fix for HiPE on FreeBSD.<br>
