Yes, it is possible.<br>

Schedulers waiting for os resources are considered utilized (they
cannot handle more work).<br>
<br>
This is why scheduler utilization exists. CPU utilization is often
used as a load measuring device but it is a very poor estimate load.<br>
Scheduler utilization is a better estimate.<br>
