Erlang 23 requiring MSVCR120.dll

Hi,

We are currently using Erlang 22 (with RabbitMQ 3.7.17) and are in the process of updating to Erlang 23 (to use RabbitMQ 3.8.4).
It is being deployed on Windows 2019 Server.

We found an issue during installation that Erlang 23 is not able to launch without MSVCR120.dll (which is part of Visual C++ 2013 package).

>From what we saw in documentation Erlang 23 requires Visual C++ 2019, and we've tried both
'Visual C++ Redistributable for Visual Studio 2015-2019 14.22.27821' and ' Visual C++ Redistributable for Visual Studio 2015-2019 14.26.28720.3', without success.

Is it a known issue (that is planned to be corrected)?
A documentation error (and VC++ 2013 is indeed required)?
Or are we missing something else?
