EOL plans for major versions

Hello,

We support two major versions backward, so right now that would be 21 +
22 + 23. OTP-20 went out of support when OTP-23 was released.

I don't recall the reason why we did not patch 21 for this bug. Perhaps
Björn can explain once he is back from summer vacation.
