[erlang-questions] Patch package OTP 18.3.1 released

Hello!
No it will not be available on erlang.org.
We usually only upload the 3 planned patch packages and the new major
releases there.
However if there is something that warrants a new upload we will do that.
18.2.1 was a special case as none of the executables worked on windows
due to a bug in path handling. And as few actually build Erlang from
source on windows we decided to fix the bug and re upload that fix.
18.2.1 compared to 18.2 is only that bug fix for windows, and a small
fix for HiPE on FreeBSD.
So TLDR
Nope
18.2.1 was a special case.
You are however able to find all README files from all patch packages
OTP-17 and onwards in
http://erlang.org/download/
