You are right, originally they wanted to close the service loophole in GPLv3, but they didn't, that got closed in AGPLv3.  I just try to avoid all GPL use due to the various other restrictions on commercial use, so these may blur in my mind a bit, since the general direction is meant to prevent closed-source use, though GPLv3 isn't a version that does that for services. (I am not a lawyer, not giving legal advice... don't sue me)
