[erlang-questions] otp.git 17.0 tag

Was it a deliberate decision to tag 17.0 as OTP-17.0 and not OTP_17.0?
I'm asking because 17.0-rc1 and 17.0-rc2 use the old prefix.

Looking at the following list, I also wonder why there's no R16A tag.
