[erlang-questions] OTP R16B02 has been released

Erlang/OTP R16B02 has been released.

OTP R16B02 is a service release with mostly a number of small corrections
and user contributions. But there are some new functions worth mentioning
as well, here are some of them:

- New erl option +SP to set schedulers by percentages.

- A new test scope has been added which is meant to be used for making sure
that the Erlang VM and other platform specific libraries have been compiled
correctly for your system.

- Added application:ensure_all_started/1-2.

- ~40 open source contributions
