[erlang-questions] Erlang http servers

It hasn't been tested on Windows, but it should work, with possibly a
few easily fixed bugs in cowboy_static (that's the only Cowboy code
dealing with files).
I have no idea how to build an Erlang project on Windows.
Patches are welcome!
