[erlang-questions] SCTP multihoming

FYI: I've updated the branch on github
https://github.com/tomas-abrahamsson/otp/compare/sctp-multihoming
with one more commit to fix a compilation error on windows.
I've also rebased it on top of the current 'maint'.
