[erlang-questions] Latin-1 to UTF-8 rudimentary convertor

Hi everyone,

The latest discussions about Latin-1 and UTF-8 characters encoding gave me
an idea to create a module for some of the problems raised there. It is not
so much because I didn't have time for more, but let me know what would you
like to have more and I will do my best.
