There is a serious bug in the reltool application included in R13B02.
See otp_src_R13B02_OTP-8199.readme. There is a source code patch and a
corrected version of the reltool appplication.

It more appropriated to include correct reltool version in
otp_src_R13B02-tarball and distribute it instead of tarball with this
bug. Can you fix it?
