It was my fault. I uploaded a Windows installer built on a new
daily-build machine
that did not have any OpenSSL libraries installed.

I have now uploaded the correct Windows installer with crypto included from the
correct build machine.

Make sure to empty the web browser cache in the browser before downloading it.
