[erlang-questions] gen_sctp on Windows

Currently this is not possible because Windows doesn't have native 
support for SCTP (at least it didn't at the time we wrote the SCTP 
driver) and the inet_drv.c driver is based on the socket SCTP API 
implemented by linux/solaris.
