[erlang-questions] Megaco: dd/ce ds - must be quoted string

I have this problem *only* with one vendor. Its softswitch rejects my
message, if I not doublequoted it. With other vendors I have not that
problem.
I cannot point them on this fact, because this correct, according to rfc-3525.

So, it needs to make some changes in megaco-stack of OTP. I can send
my patch, but it is too ugly, I think, it is just temporary
workaround.
