TCP stack throughput

Waiting until all the sockets in TIME_WAIT had closed,
I re-ran the test with (optimistically) 1200 clients.
The server fairly quickly racked up about 900 connections
in 15 seconds, before it started getting into trouble. 
(actually, the first 600 came in under 10 seconds, then
the first hints of slowdown appeared.)
Some 170 clients timed out after 1 minute.
