standalone erlang

Browsing through the sources last night I got the impression that the build 
process
(i.e. building a SAE) could be done by only using the erlang-shell, since 
all code that
is used in the process is erlang-code. ( Well, "Joe Armstrong" said in an 
earlier post
that he did it using a "clean process"... )   So why is it that so much of 
the build is done
using OS-dependent tools... ( except for historical reasons.. ? )

What am I missing ?
E.g. must elink be packaged as an exe-file on windows in order to be used ?
