New HiPE version

Open source users who are interested in getting the latest
version of the HiPE compiler can periodically visit the page:

	http://www.csd.uu.se/projects/hipe/snapshots/

For example, today we released a snapshot (otp-20031120-1752.tar.gz)
which among other things differs from the version of HiPE in R9C-1
in that:

 - M:F(...) (apply/N) calls get compiled to directly call native code
 - constants in the constant pool area are stored only once
 - has better code generation for binaries
 - overall provides faster compilation
 - fixes some obscure bugs.
