fix for asn1 driver

Hi,
Attached are a couple of more fixes for asn1.
-32 fixes a length bug on extensions in asn1rt_ber_bin
-33 fixes 'OBJECT DESCRIPTOR' bug in asn1 modules (found by Erik
Reitsma but not fixed in R9C-0)
-34 fixes a tag matching bug in ber decoding
-35 enables erlc command line to pass +ber_bin for asn1 modules
(and actually use it ;-)
