Problem faced while starting MEGACO MGC

Hi 
   I am planning to use Erlang for the System testing of our Megaco MG . I tried to start the MGC according to the guidelines in the document megaco-1.0.3.pdf but it seems that there is some problem . The error message that is coming is 

8> megaco_simple_mgc:start().
{error,{start_user,megaco_not_started}}

If u have any idea about the problem pls. let me know about the solution
