Core Erlang specification now stable

The Core Erlang language specification and a set of basic tools can
now be found at:

	http://www.csd.uu.se/projects/hipe/cerl/

There is currently work going on to make the core language representation
used in the OTP/Erlang compiler (as of R7) conform to the specification,
and also to make it possible to add user-defined program transformation
passes on the Core Erlang level.
