[erlang-patches] enable SNMP to create database parent dirs

This patch adds a new choice to the db_init_error option for the SNMP
manager and agent named create_db_and_dir. Using this causes it to create
any missing parent directories for the db_dir rather than treating missing
parent dirs as a fatal error.
