[erlang-bugs] diameter_sctp:connect_option/0 references unknown type

This is the same problem you noticed with R16B01 back in June I'm
afraid. There is a ticket on adding type gen_sctp:open_option/0 but
it's simply fallen between the cracks. (Aka, I wrote the ticket when
it wasn't obvious to me how to update the doc and then promptly forgot
about it.)
