I can't answer the gentoo issues, but I think you should also
include the patch to export TARGET so the user can override it.
Even if all components use the same config.{guess,sub}, that
one will not set up correct vendor strings for environments
that upstream libtool doesn't know about.

(And yes, I have one such environment right here, on my ARM boxes.)
